GULF OIL SPILL UPDATE July 19, 2010 (Enterprise Florida)

"July 20 – 23rd: Governor calls a Special Session to address a
constitutional amendment banning offshore drilling in Florida waters.
July 15: BP confirmed the oil well has been capped. Close monitoring
of the well will be conducted to ensure the cap holds.
July 12: BP denies Governor’s request for additional tourism
marketing funds for local counties. Governor submits another letter
regarding the issue on July 14th.
July 12: Governor holds a roundtable meeting, in Gulf Breeze Florida,
with Kenneth Feinberg, independent administrator of the $20 billion
escrow BP compensation fund. County commissioners, EDO’s,
Chambers and Tourism directors were in attendance.
June 30: Governor Crist secures U.S. Dept of Labor $7MM National
Emergency Grant to provide employment-related assistance to
dislocated Florida workers affected by the oil spill. The grant will be

Lee County Emergency Management Situation Status Report 27  June

Lee County Preparedness Activities Related to the Deepwater Horizon
Incident
"As Deepwater Horizon oil continues threaten our environment, many
people wonder what is being done to prepare. Currently the risk to
our area is relatively low and our activities are consistent with that
risk. However, preparation is ongoing. Below are some activities
taking place in the County.
1. A reporting process is established to ensure timely notification and
investigation of any potential oil impact to Lee County. This process
has been validated through actual use.
2. Emergency Management is participating in daily conference calls
with Florida counties, the Florida Division of Emergency Management,
other agencies and representatives from BP. A question and answer
session allows additional local input to the process.
3. Emergency Management is participating in weekly conference calls
with USCG Sector St Pete regarding modifications to the Area
Contingency Plan and other response information.
4. Information is vetted and analyzed by Lee EOC and provided to
County and municipal decision makers via regular Situation Reports.
5. The Area Contingency Plan (the official approved spill response
plan) has been reviewed by local personnel with technical expertise.
The ACP is being modified to include the most up-to-date information
from local communities.
6. Sensitive environmental areas have been identified, verified and
protective strategies have been developed and incorporated into the
ACP.
7. USCG is hosting continuing meetings of the Area Committee to
review, revise and validate modifications to the ACP.
8. Lee County has initiated the purchase of several small, shallow
water skimmers to use in and around mangroves and other sensitive,
difficult to navigate areas.
9. Even though BP is responsible for cleanup activities and costs, Lee
County has retained CrowderGulf in case additional assistance is
required. CrowderGulf has extensive experience in marine
remediation and has provided previous assistance to Lee County.
10. An organizational structure is established in case Lee County
activates to support USCG implementation of the Area Contingency
Plan and/or County efforts should we decide to implement protective
measures beyond the ACP.
11. A regional incident management team (including Lee County
personnel) has been deployed to the impacted area. The team will
gain valuable, first-hand experience while assisting in the response.
12. Emergency Management has updated and/or developed “use
agreements” with local facilities to provide logistical support areas (i.
e., equipment staging locations) if needed.
13. Training requirements for responders have been reviewed,
validated and are being incorporated by the County, municipalities,
responders and agencies. The County will be sponsoring additional
training to field employees to identify and report potential impacts.
14. A public information strategy and management structure is
developed. The strategy includes, but is not limited to, existing
County and municipal websites, Public Information Officers, blast
emails, Twitter and press releases as necessary.
15. Computer modeling is projecting spill trajectories and the most
likely areas to be impacted. Computer models are verified by routine
flights over and around the area.
16. BP and Volunteer Florida have partnered to manager volunteer
opportunities to assist in the response without endangering
themselves or inadvertently worsening the situation."

    transparent to locals.

State of Florida Response Summary for Gulf Oil Spill

"TALLAHASSEE – Under the leadership of Governor Charlie Crist, the
State Emergency Response Team and the Florida Department of
Environmental Protection (DEP) are actively coordinating and
responding to the Deepwater Horizon incident. The following is a
summary of state and BP response actions to date, as well as tips for
residents and visitors to take precautions both pre- and post-
landfall.   

Landfall Predictions:
  • Winds/currents continue to keep the plume away from the
    Florida coast for at least the next 72 hours.
  • Latest observations by the National Oceanic and Atmospheric
    Administration (NOAA) indicate that a small portion of the oil
    slick has reached the Loop Current in the form of light sheens.
    NOAA oceanographers release updated trajectory maps
    showing the predicted    trajectory of the oil slick. Learn more at
    the NOAA website.
  • Impacts to Florida’s coastline could include tar balls, oil sheen
    or tar mats. If oil is sighted on Florida’s coastline report it to the
    State Warning Point at 1-877-2-SAVE-FL (1-877-272-8335) or by
    dialing #DEP from most cell phones.

On Site Actions:
  • Deepwater Horizon continues to discharge more than 5,000
    barrels per day.
  • BP continues to evaluate numerous options to contain the oil
    discharge and is continuing efforts to drill a relief well.
  • On May 20, the U.S. Environmental Protection Agency (EPA)
    directed BP to identify and use a less toxic dispersant from the
    list of EPA authorized dispersants.
  • Dispersants are a chemical used to break up oil into small
    droplets so that they are more easily degraded. This chemical
    works best on fresh oil, and is most useful at the source of the
    discharge from Deepwater Horizon.
  • At this time, there are no plans to use dispersants in Florida. If
    dispersants are ever considered in state waters, the
    determination to use the chemical would be evaluated by DEP
    with input from the Florida Fish and Wildlife Conservation
    Commission's Florida Wildlife     Research Institute and EPA.

State Actions:
  • The State Emergency Operations Center remains activated at a
    Level 2 or Partial activation.
  • Governor Charlie Crist has issued three Executive Orders since
    April 30, 2010 declaring a state of emergency in 26 coastal
    counties that may see impacts from the incident.
  • On May 14, 2010, Governor Crist announced that the U.S. Small
    Business Administration (SBA) approved disaster loan funds for
    businesses along Florida’s Gulf coast that have been impacted
    by the Deepwater Horizon incident. (Press Release) Learn more

  • On May 12, 2010, Governor Crist directed DEP to issue an
    Emergency Final Order to accelerate preparedness and
    restoration in the counties under the Governor’s state-of-
    emergency Executive Orders.

  • DEP conducted water and sediment sampling to use as a
    baseline and is monitoring air quality data. Statewide air quality
    monitoring is conducted in coordination with the U.S.

  • Air quality reports for Sunday, May 23, revealed that air quality
    was considered good for ozone and particulate matter
    throughout the North Florida coastal area. “Good” means the air
    quality is satisfactory and air pollution poses little or no risk.

Boom Placement:
  • To date, an estimated 259,950 feet of boom has been placed in
    Florida and an additional 11,400 is staged.
  • Placement of boom is based where the oil is threatening, as well
    as each region’s area contingency plan.

  • The Unified Command Operations Group is asking boaters to
    avoid damaging boom. Boom cut or broken due to boater traffic
    jeopardizes the protection that has been set up for the
    environmentally sensitive areas across the coast.  
  • Stolen or misplaced boom should be reported to local
    authorities.

Health Effects:
  • At this time, there are no indications of any health risks to
    Floridians due to the Deepwater Horizon incident. The
    Department of Health and DEP are closely monitoring health and
    environmental impacts to Florida’s beaches and will notice an
    advisory if conditions become unsafe.
  • For most people, an occasional brief contact with a small
    amount of oil, while not recommended, will do no harm. Learn

Fisheries & Seafood:
  • The fisheries, wildlife and seafood off of Florida’s coast in state

  • On May 21, 2010, NOAA modified and expanded the boundaries
    of the closed federal fishing area until further notice. More than

Foundation Grants Funds to Help Mote Marine Respond to Oil Spill

"VENICE – The Board of Directors of Gulf Coast Community
Foundation of Venice today approved a $60,000 grant to help Mote
Marine Laboratory respond to potential impacts from the Deepwater
Horizon oil spill.

“We can’t thank the Gulf Coast Community Foundation of Venice
enough for this lead gift,” said Dr. Kumar, president of Mote Marine
Laboratory and Aquarium. Following the explosion and sinking last
month of the oil rig in the Gulf of Mexico, Mote has been mobilizing its
scientists to prepare for any adverse effects to our region’s coastal
waters and wildlife. Mote will use the Gulf Coast Community
Foundation grant to begin five important activities:
  • Conduct sampling of water, sediments, bottom dwelling
    organisms, and sea grass;
  • Conduct mollusk sampling (primarily clams and oysters);
  • Activate underwater robots to patrol the coast from south
    Tampa Bay to the Florida Keys for oil;
  • Sample the phytoplankton community and create a detailed oil
    response plan that covers a number of different scenarios so
    that our area will be well-positioned to receive federal or British
    Petroleum funds.
“The impact from this spill is going to be tremendous and as the
response progresses, the need for funding to understand the impact
is going to be great,” said Mahadevan. “This grant will help cover the
costs associated with doing some initial planning and fact-finding, but
the scope of work to determine the effects of the spill on our region’s
environment are quite enormous.”

"Ostego Bay Oil Spill Co-Op, a branch of the Ostego Bay Foundation,
Inc. Marine Science Center, 718 Fisherman's Wharf, on San Carlos
Island, in Fort Myers, is a 501(c) (3) non-profit environmental
organization started in 1991.  They are offering two training courses
for volunteers to assist in the Deepwater Horizon oil leak clean-up.
Space is limited and the 4-hour course is this coming Friday, May 21.

4-Hour Training for Work on the Beach
Friday, May 21, 2010 - 2 sessions, 1 in the morning and a 2nd in the
afternoon.
8:00 a.m. to 12:00 noon  OR 1:00 p.m. to 5:00 p.m.
Reservations required - cost: $25. Location: the Foundation's
headquarters on San Carlos Island, Ft. Myers. You will receive an
OSHA certificate when you complete the training.

Hazardous Material Technician Oil Spill 1st Responder Certification
Class
June 15, 16, and 17, 2010 - 3-day course, 8 hours per day
This course satisfies OSHA training requirements.  It consists of two
days of classroom work covering federal and state laws, facility site
planning, response, and oil spill prevention.  It is followed by one full
day of on the water drilling in boats with oil spill equipment.
Reservations required - cost; $200, a special rate for the Deepwater
Horizon emergency

MOTE REPORTING ON BEACH CONDITIONS AND OIL SPILL (5-3-2010)
The Mote Marine Laboratory Beach Conditions Report has been
expanded to include impacts from the April 22 oil spill in the Gulf of
Mexico. The report covers 33 beaches along Florida's Gulf Coast from
the Panhandle south to Collier County. Reports are updated twice
daily at 10 a.m. and 3 p.m. with information from lifeguards, parks
personnel and beach patrol officers, who upload from PDAs to
